Russian Prime Minister Mikhail Mishustin told President Vladimir Putin on Thursday that he had been diagnosed with the new coronavirus and was temporarily stepping down to recover. Mishustin, 54, suggested that First Deputy Prime Minister Andrei Belousov serve as acting prime minister in his absence. Putin, who was listening on a televised video conference, sighed when he heard the news, wished Mishustin a speedy recovery and said he agreed with the proposed replacement.

One dead, five missing after Canadian helicopter goes missing during NATO exercise
Canadian prime Minister Jusin Trudeau has confirmed that one man has died and five others are missing after a Canadian military helicopter went missing during a NATO operation. Debris and the aircraft's black box have been found in the sea between Greece and Italy, a Greek military officer and public television said Thursday. Canada's armed forces said the helicopter had been involved in an accident after taking off from the Canadian frigate Fredericton on Wednesday. "Debris has been found in Italy's zone of control and intervention" in the Ionian Sea, the Greek military officer told AFP, specifying the wreckage belonged to the Canadian helicopter. Six crew were aboard the helicopter when it disappeared, the officer said on condition of anonymity. Greek public television reported that a body had been found amid the wreckage in international waters off the Greek island of Kefalonia. Greek public television ERT said Italian and NATO vessels were also taking part in the search while Turkey said one of its frigates was also involved. Canada said on Twitter that it contacted the family members of those who were on board the missing CH-148 Cyclone helicopter.

No experts are remotely advocating for people to take up smoking to prevent COVID-19, but some researchers have theorized nicotine may be playing some role in keeping the virus at bay, Vice reports. That's because there's a surprisingly low rate of smokers among coronavirus hospitalizations.In France, for example, 25 percent of the population smokes, but only 5.3 percent of coronavirus patients have been recorded as smokers, and studies have found low rates in China and New York City, as well.Greek cardiologist and tobacco harm-reduction specialist Konstantinos Farsalinos thinks nicotine (crucially, not tobacco) might be lessening the intensity of cytokine storms, an overreaction of the body's immune system which seems to be the cause of the most severe coronavirus symptoms. French researchers have a slightly altered theory that nicotine prevents the virus from entering cells (the difference lies in the type of receptors the virus latches onto), and they're hoping to test out nicotine patches on patients to see if they help fight off COVID-19. The French government suspended the online sale of patches to make sure people don't buy in bulk and try to treat themselves that way.The seemingly out-there theory has piqued the interest of scientists across the world, though many are urging caution. The lower rates could be a result of some other chemical in tobacco producing a protective effect, or it could be that the number of smokers is being underreported."Smokers who have developed chronic disease have likely quit because of their disease," Michael Siegel, a community health sciences professor at Boston University, said. "Many of the smokers who are continuing to smoke are doing so because they don't have disease yet. So this would be expected to skew the sample of hospitalized patients toward people who do not smoke." Mexico all but empties official migrant centers in bid to contain coronavirus
Mexico has almost entirely cleared out government migrant centers over the past five weeks to contain the spread of the coronavirus pandemic, returning most of the occupants to their countries of origin, official data showed on Sunday. In a statement, the National Migration Institute (INM) said that since March 21, in order to comply with health and safety guidelines, it had been removing migrants from its 65 migrant facilities, which held 3,759 people last month. In the intervening weeks, Mexico has returned 3,653 migrants to Guatemala, Honduras and El Salvador by road and air, with the result that only 106 people remain in the centers, it said.

The adviser downplayed rumours over Mr Kim's health following his absence from a key anniversary. "Our government position is firm," said Mr Moon's special adviser on national security, Moon Chung-in, in an interview with CNN on Sunday. "Kim Jong-un is alive and well." The adviser said Mr Kim had been staying in Wonsan, a resort town in the east of North Korea, since April 13, adding: "No suspicious movements have so far been detected." The justices in an unsigned decision threw out the New York dispute because the measure that was challenged by individual gun owners and the state's affiliate of the influential NRA was rolled back by the city last July, rendering the case moot.

It may seem unlikely that the White House would implement any major departmental leadership changes during a global health crisis, especially in the Department of Health and Human Services, but don't count it out just yet.Though they're indeed reluctant to complete any major shakeups during the coronavirus pandemic, White House officials are discussing a plan to replace HHS Secretary Alex Azar, Politico and The Wall Street Journal report. Criticism of Azar's role has reportedly mounted in recent weeks, especially after Director of the Biomedical Advanced Research and Development Authority Rick Bright was moved to a National Institutes of Health position, a transfer which Bright described as a form of retaliation, reportedly rattling some administration officials.President Trump had reportedly expressed frustration with Azar even before the pandemic and ultimately replaced him as the coronavirus task force leader with Vice President Mike Pence. Some names that are being considered as his replacement include coronavirus coordinator Dr. Debora Birx, Centers for Medicare and Medicaid Services Administrator Seema Verma, and Deputy HHS Secretary Eric Hargan, Politico reports.Deputy Press Secretary Judd Deere said in a statement Saturday that Azar "continues to lead on a number of the president's priorities" and "any speculation about personnel is irresponsible." Russia could experience a spike in cases of the new coronavirus if people flout lockdown measures during public holidays scheduled for early May, a top health official said on Sunday. The number of coronavirus cases in Russia began rising sharply this month, reaching more than 80,000 on Sunday after a record 6,361 new cases were registered over the past day. Anna Popova, head of Russia's consumer health watchdog, said the country had so far avoided a spike in cases and could continue to do so "if only we do not give up during the holidays".

Saudi Arabia has abolished flogging as a punishment, the state human rights commission said on Saturday hailing a "major step forward" in the reform programme launched by the king and his powerful son, days after a human rights activist died in custody. Court-ordered floggings in Saudi Arabia - sometimes extending to hundreds of lashes - have long drawn condemnation from human rights groups. But they say the headline legal reforms overseen by Crown Prince Mohammed bin Salman have brought no let-up in the conservative Islamic kingdom's crushing of dissent, including through the use of the death penalty. The state human rights commission said that the latest reform, which was reported by Saudi media including the pro-government Okaz newspaper, would ensure that no more convicts were sentenced to flogging. "This decision guarantees that convicts who would previously have been sentenced to the lash will from now on receive fines or prison terms instead," its chairman, Awad al-Awad, said.

In a series of tweets marking the start of the Islamic holy month of Ramadan, Zalmay Khalilzad said all sides should focus on fighting a "shared enemy". "The well-being of the Afghan people and the country itself depend on all parties devoting their full energies to the fight against the COVID-19 pandemic," the Afghanistan-born US negotiator said.

(Bloomberg) -- The number of new coronavirus deaths and confirmed cases in Germany slowed, with fatalities dropping to the lowest in five days.Deaths rose by 148 to 5,723 in the 24 hours through Saturday morning, a smaller increase than Friday’s daily rise of 260, according to data from Johns Hopkins University. There were 1,416 new cases, bringing the total to 154,545, the fourth-highest in Europe.With Spain, Italy and France, the hardest-hit countries in Europe, reporting their fewest deaths in weeks, European governments are considering ways to ease confinement measures that have crushed their economies.
